Biography, cont.

Born in Germany, raised and educated in England, Quent moved to the US to complete his graduate studies and fulfill his dream of becoming a US citizen. Initially an academic with research interests in urban and regional planning, he eventually joined an environmental consulting firm, HDR Sciences, Inc. in Santa Barbara, CA., as a senior environmental scientist on the U.S. Air Force’s M-X Missile Deployment Area Selection and Land Withdrawal/Acquisition program.  This apprenticeship on one of the largest EISs ever produced, was followed by an appointment as a senior policy analyst with the U.S. Synthetic Fuels Corporation in Washington, DC.  There, he was responsible for assessing the environmental and socioeconomic carrying capacity of the synthetic fuels resource regions of North America for a Comprehensive Strategy Report to the U.S. Congress. 

After serving in the U.S. Synthetic Fuels Corporation, Quent was retained as an environmental and siting consultant on a wide variety of DOD programs. He has acted as a consultant, advisor, peer reviewer, principal investigator, project manager, or technical director on numerous weapons system, installation, life-cycle, programmatic and site selection (siting) documents. He has been involved in scores of environmental assessments, environmental impact statements, and strategic environmental assessments for a number of federal and state agencies. He incorporated his consulting practice in 1999, and continues to provide expert, practical advise to clients nationwide.  His extensive program/project experience readily translates to any potentially controversial and/or litigious project.

Before becoming a consultant and eventually incorporating his practice, Quent taught full-time at California State University, Northridge, CA, and at Rutgers University, New Brunswick, NJ.  He has also taught part-time at Columbia, George Washington, and George Mason Universities, and at the University of Maryland.  A member of the American Association for the Advancement of Science, he has also acted as a research proposal reviewer for the Geography and Regional Science Program, Division of Social and Economic Sciences, National Science Foundation, Washington, DC.  He obtained his Ph.D. at the University of Chicago.

He is married and has two children, one of whom is attending the University of Oregon in Eugene, OR.  He enjoys fly-fishing, canoeing, sailing, hiking, photography and traveling.
