NEPA Compliance

National Environmental Policy Act (NEPA)

Expertise in NEPA compliance and environmental impact analysis includes: intimate knowledge of NEPA, CEQ, and federal agency guidelines; federal and state environmental statutes; methods of impact analysis; existing impact assessment models, their design features, applications, and strengths and weaknesses.

Areas of particular strength include the following:

·         NEPA Compliance Strategy Development - involving alternative compliance strategies, including programmatic, life-cycle, and tiered document configurations.

·         EA/EIS Independent Peer Review - after reviewing both large and small, complex and simple EAs and EISs for over 20 years, we know the pitfalls that writers and reviewers who are too close to the product all to readily succumb to.  We understand how to make a document focused, succinct and clear; how to avoid credibility gaps; and, how to ensure that the document has continuity and the proper organization.

·         Special Assignment Data/Intelligence Gathering, Field Visits and DOPAA Development - including: interviewing proponents; data collection; environmental issue identification; field (site) reconnaissance; the development of adequate and sufficient descriptions of the proposed action and alternatives; and, data needs determinations.

·         Environmental Management Plans - including the development, writing and reviewing of detailed environmental management plans that identify: organizations, roles and responsibilities; task descriptions and schedule; analysis methodologies; coordination and review requirements; and, the public involvement process.

·         Document Trouble-Shooting - including the “rescue” of poorly structured, unfocused and awkward documents to ensure that they adequately address the important environmental issues in a straight-forward, clear and consistent manner to withstand adversarial government agency and public review.

·         Red Team Review - as a successful member of many winning federal agency and private sector proposals, and as a federal agency Source Selection Board member, we know what clients are looking for in a request for proposals and what they’re not looking for.

·         NEPA Environmental Tracking - includes representing our client’s interests in the NEPA disclosure and decision-making process. Our NEPA tracking services will: save you time while keeping you knowledgeable and up-to-date about Federal agency issues; provide you with professional NEPA compliance skills; suggest comments you can make to Federal agency officials during the scoping and public review process to ensure that your issues and concerns are heard, understood and addressed; and review NEPA documents to ensure that your issues and concerns are, in fact, addressed.  In addition, QAR, Inc. can organize the sometimes complicated and fragmented information provided by Federal agencies. We can also review and research the effects of Federal agency projects and plans on your specific interests.
