Quent Gillard - Biography 

Quent has over 20 years of NEPA and siting experience and 25 years of work in the broad environmental arena, specializing in the identification and resolution of critical environmental issues that can constrain and/or delay projects.  He has an intimate knowledge of NEPA, CEQ guidance, and Federal agency regulations for implementing the procedural provisions of NEPA, with a firm grasp of the full range of environmental issues.  He has managed multidisciplinary professional teams, served as technical director and/or principal investigator on both small and large, simple and complex, and highly controversial programs. Quent’s extensive program and project experience readily translates to any potentially controversial and/or litigious project.

He obtained his Ph.D. at the University of Chicago, and is a proud member of the Bend-Mt. Bachelor Rotary Club.
