Training Services

Q-Training, a division of QAR, Inc., provides NEPA compliance training and continuing education to enhance employee performance in both the private and government sectors.  We are dedicated to helping avoid the pitfalls of too many EAs and EISs, which often:

·         are cumbersome, take too long and cost too much to produce;

·         lack focus, and are not issue-driven;

·         don’t serve their purpose, i.e., to help make better decisions;

·         unfortunately have frequently become an end unto themselves;

·         are rarely read, with findings that are seldom really useful.

 

The workshop/seminars are designed to help refocus the environmental impact analysis process.  They are structured to stimulate decision-makers to demand more from the environmental impact analysis process; to help the proponents and preparers produce more focused, issue driven documents; and to help participants understand what should, and should not, be the proper focus of the thousands of EAs and EISs that are produced annually. 

 

EAs and EISs don’t have to cost hundreds of thousands, and millions of dollars, respectively, to produce. It shouldn’t take months and years to complete them. The purpose of the workshop/ seminars is to show how it is possible, even necessary, to produce succinct, tightly focused, issue-driven documents that will be used to make better decisions.

 

The workshops/seminars, offered semi-annually in Bend at one of Central Oregon's resorts, are led by QAR, Inc.’s Principal, Quent Gillard and invited experts.  Computer-based training is also available.  Quent has many years of experience teaching full-time at Rutgers University and California State University, Northridge, and part-time at Columbia, George Washington, and George Mason Universities, and at the University of Maryland.
